The Kutawagan Lake Diverson was a project proposed by the Water Security Agency to reduce the level of Quill Lake by diverting polluted saltwater from nearby Kutawagan Lake into Last Mountain Lake and out through the entire downstream Qu'Appelle River chain (already suffering pollution, flooding, and persistent high lake levels).
