The Kutawagan Lake Diverson was a project proposed by the Water Security Agency to reduce the level of Quill Lake by diverting polluted saltwater from Kutawagan Lake into Last Mountain Lake and out through the entire downstream Qu'Appelle River chain, which is already suffering pollution and flooding in recent years. The project was proposed in a rushed and threatening manner without proper environmental assessments or governmental overview, with construction tenders already sought, and over 500 signatures were collected from the area opposing it before the project was closed.
